What does Joint Powers Mean?

Rock and Nobles Counties, by a Joint Powers Resolution, declared to jointly provide local comprehensive correctional programs under the Community Corrections Act of 1973. The two counties share personnel, facilities and financial resources in the development of the Community Corrections System.
