The purpose of this position is to provide skilled work in care and maintenance of the County facilities. Work involves overall janitorial maintenance and housekeeping tasks required to ensure the cleanliness, sanitation, safety and security of the County facility. This incumbent provides work direction to other maintenance and custodial personnel. Work is performed under supervision with a combination of written, oral and standard procedural instructions.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Operates and maintains County’s facility mechanical plants.

Coordinates and sets up/operates equipment, e.g. desks, tables, and chairs for various meetings and/or activities. Moves office furniture as needed or upon request.

Supervises, coordinates and routinely performs daily cleaning duties, such as dusting, garbage pickup, recyclable material pickup, floor sweeping and mopping, vacuuming, cleaning and disinfecting toilets, washrooms, and showers. Assist building maintenance and custodial staff as needed.

Operates and maintains all types of power cleaning devices and power equipment including, but not limited to, scrubbers, extractor, hand and self-propelled buffers, hammer drill, skill saw, hand grinder, welder, garden tractor, and pickup truck.

Performs maintenance/repair activities including carpentry duties, repairing broken windows, painting building interior, repairing broken chairs, tables, desks, plumbing fixtures, clear obstructions from water, sewer lines, drains and sump pumps etc.

Performs minor mechanical, electrical or plumbing repairs and maintenance activities: light fixture maintenance, unplugs toilets, replaces washers, tightens screws on furniture, desks, etc., greases motors and fans, and stops leaks. Updates preventive maintenance schedule on motors and machinery.

Supervises and evaluates assigned staff; manages employee concerns; directs work assignments and counsels/disciplines employees, when necessary; provides employee trainings and development.

Performs routine and specialized support tasks within the building, moves furniture and equipment, orders loads, delivers and unloads supplies, replenishes stocks of expendable and consumable supplies.

Monitors independent maintenance/service agreements: e.g. Johnson Controls, Minnesota Elevator, Plunketts, electricians, plumbers, and other independent contractors.

Inspects and performs preventive maintenance for heating, ventilation, and air conditioning equipment including replacing belts, changing filters, and coil cleaning. Maintain preventive maintenance records and logs.

Coordinates and inspects contract work on electrical, plumbing, mechanical and other systems. Ability to read and interpret sketches, diagrams and blue prints.

Selects and utilizes cleaning materials appropriate to each specific task and condition to ensure safe and effective application in accordance with labels and products, issues M.S.D.S. sheets, instructions, and warnings. Ability to follow instructions concerning various chemicals.

Supervises the stripping / waxing of floors and shampooing of carpets, as needed.

Checks fire extinguishers, fire exit doors, fire alarms, sprinkler systems, and emergency lights.

Reviews the payroll time reports of maintenance personnel, signs, and brings the time reports to the person in charge of payroll.

Monitors the building while performing maintenance duties, ensuring doors are locked, visitors are directed to their destination; ensures security fo areas accessible on to authorized personnel; and watches resources (electricity, water, heat, etc).

Recommends maintenance and repair budget to County Administrator; purchases or recommends the purchase of building and maintenance supplies, machinery, equipment, and furniture.

Supervises the removal and disposal of routine office waste, handles and ensures proper disposition of confidential waste, operates, mechanical shredder. Supervise the receipt and shipping of all materials and equipment.

Removes and replaces flags, checks and replaces flag pole lights and the lights in parking lot areas.

Assists Human Resources in hiring process of maintenance personnel; provides work direction and training to other maintenance employees as needed. Assigns and monitors all work performed.

Performs other related duties as assigned.

MINIMUM TRAINING AND EXPERIENCE REQUIRED TO PERFORM ESSENTIAL FUNCTIONS:

High school diploma or equivalent (GED); Class D drivers license; 3 years of related janitorial/building maintenance experience; supervisory experience and basic knowledge of computers. Must possess a valid Minnesota boilers license as required by law for the job. Must pass a physical examination at county expense, fingerprinting and a background check will be performed prior to hire.

MINIMUM ABILITIES REQUIRED TO PERFORM ESSENTIAL FUNCTIONS:

Physical Requirements

Occasional lifting requirements of up to 50 pounds and on rare occasions a push/pulling requirement of up to 500 pounds with assistance of co-workers. Exposures may include, but not limited to, disagreeable odors, body fluids, hazardous chemicals, communicable diseases, extreme heat and cold, noise, electricity and machinery. Duties include being able to perform the following movements on an occasional to continuous basis; walking, bending, turning/twisting, pushing/pulling, kneeling, squatting, crawling, climbing, reaching, grasping and finger manipulation. Use of computer, and general cleaning and maintenance equipment.

Numerical Aptitude

Requires the ability to utilize mathematical formulas; add and subtract; multiply and divide totals; determine percentages; determine time and weight; develops graphs; determines fractions degrees, and angles; and interpret same as may be appropriate.

Language Ability

Requires the ability to read a variety of professional, technical and administrative documentation, directions, instructions, methods and procedures.

Requires the ability to produce reports with proper format, punctuation, spelling and grammar, using all parts of speech.

Requires the ability to communicate with and before others using correct English.

 

Interpersonal Communication

Requires the ability to communicate with people to convey or exchange professional information.

 

Environmental Adaptability

Requires the ability to establish and maintain effective relationships with elected County Administrator, other county officials, employees, civic and community groups, and the general public.

Work is normally conducted in an indoor environment. Head aches, eye strain, carpal tunnel, and related occupational hazards associated with computer work reflect most common potential for injury.
